European Union: The sewage blast in Ksamil is the responsibility of the Municipality of Saranda


A week after the sewage broke out in Ksamil and spilled into the sea, the European Union responded to the request of the Exit editorial regarding the responsibility over the sewage network in the Municipality of Saranda.

Following the outbreak that led tourists from the Ksamil beaches, Saranda Municipality and the Director of the Saranda Water Supply and Sewerage Company (UKS) claimed that sewerage construction was an EU project and the EU was responsible for its tendering, implementation and oversight. They also claimed that the project was not yet delivered to the community, so it was beyond their responsibility.

In response to the EU, spokesman Ernest Bunguri stated that the sewerage project in Ksamil was handed over to the Albanian government in 2017, at the same time the responsibility was transferred to the Municipality of Saranda:

The new EU-funded Ksamil sewerage network was completed, tested and submitted to the Albanian Government in April 2017, which has taken over and transferred the project to the Municipality of Saranda. Since May 2017, the sewage network is operated and managed by the Saranda Water Supply and Sewerage Enterprise.

In the event of a defect, the network is under warranty by the contractor for a one-year period ending in April 2018. The blast tube that occurred on July 26, 2017 is being investigated by the oversight company of the works. Part of the blast tube was sent to Tirana for more detailed inspection and testing. Responsibility for the incident will be borne by those responsible for it, but should be waited until the end of the investigation.
